Oxford’s historic Covered Market is celebrating its 250th anniversary with the commencement of a landmark £6.8 million architectural and commercial masterplan, designed to secure the Grade II listed venue’s long-term future as a vibrant, world-class hub for independent food, crafts, and evening culture. Approved by Oxford City Council and developed in close collaboration with the Covered Market Traders Association, the transformation will introduce communal indoor dining courtyards, extended evening opening hours, and state-of-the-art public amenities.
First established in 1774 following the Oxford Mileways Act to clear unhygienic butcher stalls from central streets, the Covered Market has served generations of Oxford residents, students, and visitors. The anniversary regeneration plan, drafted by celebrated conservation architects Gort Scott, balances careful preservation of the historic timber roof structures, stone avenues, and heritage shopfronts with modern upgrades tailored to contemporary urban life.
A flagship highlight of the masterplan is the creation of a spacious, daylight-filled central communal dining pavilion at Avenue 3, allowing visitors to enjoy food and drink purchased from dozens of market vendors in a relaxed, weather-protected setting. The market will also extend its standard operational hours until 11:00 pm from Thursday through Saturday, curating an ambient evening atmosphere with acoustic music, artisan cheese tastings, craft brewery taprooms, and poetry readings.
Councillor Susan Brown, Leader of Oxford City Council, joined long-standing market stallholders for a commemorative ribbon-cutting ceremony marking the milestone. “The Covered Market is truly the heart and soul of Oxford’s retail heritage,” Cllr Brown remarked. “For two and a half centuries, it has adapted to the changing needs of our city while retaining its authentic, independent spirit. This £6.8 million investment ensures the market remains a thriving destination where local artisan traders can flourish and where residents can gather to experience the very best of Oxfordshire’s culinary and creative talent.”
Ray Palmer, owner of Browns Cafe and a market trader for over 38 years, expressed enthusiasm for the new evening dining opportunities. “The Covered Market has always had a special, timeless magic, but extending our evening culture and creating open seating brings an incredible new energy to the avenues,” Palmer said. “It allows traditional family butchers and bakers to operate alongside innovative young street food chefs, keeping the market relevant and exciting for the next generation.”
Phase one works, focusing on Market Street public realm pedestrianization and structural roof timber restoration, are actively underway, with all existing market traders remaining fully open for business throughout the renovation schedule.
